2.3本人/吾等為戶口項下電子買賣服務的唯一獲授權使用者。本人/吾等需對進入密碼的保密及使用承擔責任。本人/吾等承認及同意，本人/吾等需就使用進入密碼輸進電子買賣服務的所有指令負責，而貴公司，貴公司董事，高級職員或雇員概毋需對本人/吾等，或經(jīng)由本人/吾等提出申索的任何其他人士（就任何有關處理，錯誤處理或遺失任何指示）的申索承擔責任。

c.本人/吾等收到交易指示的認收（不論經(jīng)硬本，電子或口頭），但該等交易指示并非本人/吾等作出，或其他類似的不一致情況；

d.本人/吾等知悉戶口號碼或密碼的任何未經(jīng)授權使用。

2.6本人/吾等了解，貴公司擬備網(wǎng)上買賣政策，列出網(wǎng)上交易服務運作政策及程序。該政策可經(jīng)由網(wǎng)址取得，在任何時候均適用。該政策的條款，對本人/吾等對使用網(wǎng)上交易服務具約束力。若本協(xié)議條款與網(wǎng)上買賣政策不一致，以本協(xié)議條款為準。

2.7本人/吾等承認_________網(wǎng)址若提供報價服務，乃由貴公司不時指定的第三方提供者提供。本人/吾等承認及同意，對本人/吾等在任何方面因報價服務或因本人/吾等依賴該服務而發(fā)生或與之有關的任何損失，費用，支出，損害賠償或申索貴公司概毋須承擔責任。

2.10本人/吾等接受經(jīng)由互聯(lián)網(wǎng)或其他電子方法或設施接受或取得服務以及經(jīng)由互聯(lián)網(wǎng)或其他電子設備或設施溝通或進行交易所帶來的風險。

3.2開戶口時，本人/吾等需在戶口申請表上寫明本人/吾等就使用該服務而存入首筆按金的款額。該款額可由本人/吾等親自以支票，銀行本票存入或以電傳存入貴公司的辦事處或銀行戶口。本人/吾等承認貴公司收到戶口申請表上所載有效款項後，方會把進入密碼通知本人/吾等。

4.指令——經(jīng)網(wǎng)上交易服務買賣

4.1如因故障，通訊設施傳送失敗，或通訊媒體不可靠或并非貴公司所能控制或預期的一或多項原因，以致在傳送，收取或執(zhí)行指令上有所延誤貴公司毋須承擔責任。

二、總體思路

(一)基本原則。

1.問題導向，創(chuàng)新服務。以解決群眾辦事過程中“辦證多、辦事難”等問題為核心，運用互聯(lián)網(wǎng)、大數(shù)據(jù)等手段，推進“互聯(lián)網(wǎng)+政務服務”，增強政務服務的主動性、精準性、便捷性，提高群眾辦事的滿意度。

2.信息共享，優(yōu)化流程。充分利用已有設施資源，推動平臺資源整合和多方利用，避免分散建設、重復投資。加強政務信息資源跨部門、跨層級互通和協(xié)同共享，發(fā)揮信息共享支撐多部門協(xié)同服務的作用，簡化優(yōu)化群眾辦事流程，最大程度利企便民。

2.構(gòu)建便民服務“一張網(wǎng)”。梳理整合教育、醫(yī)療衛(wèi)生、社會救助、社會福利、社區(qū)服務、婚姻登記、殯葬服務、社會工作、勞動就業(yè)、社會保障、計劃生育、住房保障、住房公積金、公共安全等民生服務領域的網(wǎng)上服務資源，借助統(tǒng)一身份認證體系，聯(lián)通各個網(wǎng)上辦事渠道，構(gòu)建便民服務“一張網(wǎng)”。結(jié)合不同接入渠道和受眾特點，優(yōu)化服務界面，提升服務渠道的便捷性和辦事效率。

20xx年，各試點城市開展證照梳理、電子證照庫建設及相關標準體系建立等工作，研究形成與現(xiàn)有系統(tǒng)銜接過渡機制;基本建成電子證照庫，完成與制證系統(tǒng)和業(yè)務系統(tǒng)的對接，實現(xiàn)電子證照和紙質(zhì)證照同步簽發(fā);建成統(tǒng)一的綜合政務服務窗口、數(shù)據(jù)共享交換平臺和政務服務信息系統(tǒng)，完成自有政務服務流程的梳理、簡化和標準化，形成政務服務事項目錄;建成統(tǒng)一身份認證體系，實現(xiàn)政務服務多渠道的統(tǒng)一認證。在試點城市內(nèi)部基本實現(xiàn)政務服務事項“一號申請、一窗受理、一網(wǎng)通辦”。

20xx年，跨省電子證照流轉(zhuǎn)交換與網(wǎng)上身份認證體系全面投入應用，各省(區(qū)、市)人民政府基本建成數(shù)據(jù)共享交換平臺、政務服務信息系統(tǒng)和線上線下一體化服務體系。基于信息資源互通共享，初步實現(xiàn)各試點城市間政務服務跨區(qū)域、跨層級、跨部門“一號申請、一窗受理、一網(wǎng)通辦”，基本公共服務事項80%以上可在網(wǎng)上辦理。

五、保障措施

(一)加強組織領導，強化協(xié)同推進。各有關部門要各司其職、密切配合，積極指導、支持試點實施工作。國家發(fā)展改革委要會同有關部門抓緊研究制定政務信息資源共享管理制度，推進統(tǒng)一的數(shù)據(jù)共享交換平臺建設。教育部、公安部、民政部、人力資源社會保障部、住房城鄉(xiāng)建設部、國家衛(wèi)生計生委等部門要加強對有關業(yè)務管理模式創(chuàng)新、業(yè)務流程優(yōu)化、強化社區(qū)應用等方面的業(yè)務指導，加大政策支持。公安部、民政部、人力資源社會保障部、住房城鄉(xiāng)建設部、國家衛(wèi)生計生委等部門要研究加快推進“多號合一”信息共享，并適時推動“多卡合一”改革工作。促進大數(shù)據(jù)發(fā)展部際聯(lián)席會議負責統(tǒng)籌推動跨地區(qū)、跨部門信息共享。

試點城市人民政府要高度重視，把試點工作列入重要日程，明確工作步驟，認真研究部署，統(tǒng)籌做好政務服務目錄梳理與流程優(yōu)化、跨部門信息共享與業(yè)務協(xié)同、“多號合一”改革等工作。各省(區(qū)、市)人民政府要加強統(tǒng)籌協(xié)調(diào)，推動省市兩級共享交換平臺對接、跨地市電子證照互認共享等工作，確保“一號一窗一網(wǎng)”試點工作順利實施。

(二)創(chuàng)新體制機制，健全標準規(guī)范。試點城市人民政府要對現(xiàn)行管理制度和規(guī)范性文件中與“一號一窗一網(wǎng)”服務模式不相適應的規(guī)定進行修改，加快推動制定電子證照、數(shù)據(jù)共享、網(wǎng)上身份認證相關的地方性法規(guī)和規(guī)章，抓緊出臺信息資源共享管理辦法，制定完善信息資源目錄體系規(guī)范、數(shù)據(jù)共享交換等相關配套標準，開展網(wǎng)上辦事、咨詢服務流程和標準研究，加快推動“一號一窗一網(wǎng)”的改革與應用。要切實從群眾利益出發(fā)，積極利用政府網(wǎng)站、移動客戶端等渠道全面公開政務服務事項，實現(xiàn)辦事全過程公開透明、可溯源、可核查。國家標準委要會同有關部門和試點城市，制定電子證照數(shù)據(jù)格式、跨區(qū)域互通技術規(guī)范。

(三)加大財政支持，倡導政企合作。國務院有關部門繼續(xù)通過現(xiàn)有資金渠道對“一號一窗一網(wǎng)”相關重點工程給予必要支持。試點城市人民政府要加大支持力度，結(jié)合財力情況及“一號一窗一網(wǎng)”建設進度，通過本級財政對人員配備、信息化建設、日常運維等必要經(jīng)費予以合理安排。引導市場主體行為，引入社會力量，推廣政府購買服務、政企合作等新模式，合理開放利用數(shù)據(jù)資源。

(四)完善考核制度，接受群眾監(jiān)督。建立健全效能評估和監(jiān)督考核制度，開展績效評估考核指標體系研究，以惠民效果和群眾反響來檢驗考核信息惠民工作。加強輿論宣傳引導，提高“一號一窗一網(wǎng)”工作的社會認知度、認可度。發(fā)揮社會監(jiān)督和輿論監(jiān)督作用，暢通群眾投訴舉報渠道，完善舉報受理、處理和反饋制度，及時解決群眾反映的問題，回應社會關切。

(五)加強信息安全，保護公民隱私。落實國家信息安全等級保護制度要求，加強數(shù)據(jù)安全管理，完善信息共享、業(yè)務協(xié)同的身份認證和授權管理機制，強化“一號一窗一網(wǎng)”信息化支撐的安全保障體系建設。采取必要的管理和技術手段，切實保護國家信息安全及公民個人隱私。
