第三,員工自評的分?jǐn)?shù),確實會對考核者打分產(chǎn)生很大的影響。有過“砍價”
經(jīng)驗的人都知道,如果你看見地攤上的一個包,心里覺得大概價值1_塊,但是張口問價,老板說5_的時候,如果你真的還想要這個包,大多數(shù)人也只敢往3_或者4_塊去砍了。這就是所謂的“錨定效應(yīng)”,談判學(xué)里面“率先出價,在不激怒對方的情況下,越高越好”說的就是這個意思,因為率先出價會極大地掌握主動,使對方的心理預(yù)期產(chǎn)生很大變化。員工自評實際上就給了被考核者一個率先出價的機會,而考核者無論是礙于面子還是其他的考慮,都很可能受到這個“報價”的影響,從而使考核結(jié)果產(chǎn)生誤差。我們在人力資源的實際工作中,也確實發(fā)現(xiàn)了這種現(xiàn)象,某公司幾個部門員工的績效考核得分竟無一例外的不低于其自評的分?jǐn)?shù)。
基于上面的分析,我們會發(fā)現(xiàn),部門領(lǐng)導(dǎo)得到的自評分?jǐn)?shù)參雜了過多的主觀因素,以至于無法通過技術(shù)手段過濾掉,而且這個分?jǐn)?shù)又會對考核者造成很大影響;大部分過于自信的員工得了高分,而有時候由于強制分布的需要,那些對自己要求嚴(yán)格,打分偏低的員工反倒成了犧牲品,因為自己給自己打分低,最后的得分也很難被領(lǐng)導(dǎo)提上來。而在考核指標(biāo)中無法量化的成份比較多,或者部門中不同員工分屬于不同工作崗位、缺乏統(tǒng)一衡量標(biāo)準(zhǔn)的時候,這種情況尤其嚴(yán)重。那么,企業(yè)在績效考核的實操中,應(yīng)當(dāng)如何解決我上面說到的.這些問題呢?很多人也許都會從“增加可量化指標(biāo)的比重”、“加強對考核者和被考核者的培訓(xùn)”、“員工自評加工作總結(jié)”等方面著手,但這在實際工作中,只會增加績效考核的工作量和復(fù)雜程度,實施起來談何容易?其實,只要回過頭來看看實施自評的兩個目的,我們就會發(fā)現(xiàn)簡單的解決方案:對相對客觀的可量化指標(biāo),實行“員工自評”,既保持了“快捷的數(shù)據(jù)來源”——實際上也僅僅是數(shù)據(jù)來源,也在形式上體現(xiàn)了“員工參與”;而對不可量化的主觀評價類指標(biāo),則由考核者直接打分,根本不給員工自評(從而在這個環(huán)節(jié)出現(xiàn)誤差)的機會。

第二章開立賬戶
第三條甲方初次參與報價轉(zhuǎn)讓,應(yīng)按照《中國*券登記結(jié)算有限責(zé)任公司證券賬戶管理規(guī)則》及《試點辦法》等有關(guān)業(yè)務(wù)規(guī)則的規(guī)定,開立中國證券登記結(jié)算*限公司深圳分公司人民幣普通股票賬戶 (以下簡稱“股份賬戶”)。乙方審核甲方開戶申請資料后,為甲方開立股份賬戶。
第四條甲方申請開立股份賬戶時,應(yīng)按照要求如實填寫開戶資料。由于甲方提供不實資料引起的法律責(zé)任,由甲方承擔(dān)。
第五條甲方應(yīng)到乙方選定的第三方存管銀行開立客戶交易結(jié)算管理賬戶。
第三章委托
第六條甲方委托乙方代理報價轉(zhuǎn)讓前,必須設(shè)置報價密碼,報價密碼是甲方在乙方預(yù)留的重要印鑒,甲方對此負(fù)有保密責(zé)任。
甲方可持有效證件到乙方柜臺或通過其他有效方式(如電話自助委托、自助終端委托)修改報價密碼。
第七條乙方接受甲方委托,為甲方辦理下列事項

第四章信息服務(wù)
第十六條乙方應(yīng)在其營業(yè)場所披露最新的報價、成交等信息。
第十七條乙方應(yīng)將最新報價轉(zhuǎn)讓業(yè)務(wù)規(guī)則、制度及相關(guān)信息在營業(yè)場所及時揭示。
第五章合同的變更和解除
第十八條甲方重要資料發(fā)生變更的,應(yīng)及時書面通知乙方,并按乙方要求簽署相關(guān)文件。
第十九條有下列情形之一的,乙方可要求甲方限期更正,甲方拒不更正的,乙方有權(quán)解除其與甲方簽訂的報價轉(zhuǎn)讓委托協(xié)議:

第六章甲方代理人
第二十三條甲方可以委托他人作為辦理報價轉(zhuǎn)讓委托及相關(guān)事項的代理人。甲方代理人辦理委托事項時,應(yīng)當(dāng)出示授權(quán)委托書,并提交代理人的有效證件。授權(quán)委托書應(yīng)交乙方備案。
第二十四條授權(quán)委托書至少應(yīng)載明下列內(nèi)容:代理人姓名及身份證件號碼、委托權(quán)限、委托期限及乙方要求明示的其他事項。
第二十五條甲方在授權(quán)委托有效期內(nèi)變更委托事項或終止委托,應(yīng)當(dāng)及時書面通知乙方,并到乙方辦理有關(guān)手續(xù)。乙方在收到甲方書面通知前,原授權(quán)委托書仍然有效。
第七章免責(zé)條款
第二十六條乙方鄭重提醒甲方注意密碼的保密。任何使用甲方密碼進行的委托均視為有效的甲方委托。甲方自行承擔(dān)由于其密碼失密造成的損失。
第二十七條甲方如果遺失股份賬戶卡、身份證明等證件,應(yīng)立即向乙方及其他相關(guān)機構(gòu)掛失。由于甲方未及時掛失而導(dǎo)致其遭受損失的,由甲方自行承擔(dān),乙方不承擔(dān)任何責(zé)任。
第二十八條 報價轉(zhuǎn)讓業(yè)務(wù)不實行擔(dān)保交收,甲方達成的轉(zhuǎn)讓意向因?qū)Ψ讲簧陥蟪山淮_認(rèn)委托或申報不匹配的成交確認(rèn)委托,無法在報價系統(tǒng)中得到確認(rèn)成交的,乙方對此不承擔(dān)責(zé)任。
第二十九條 因地震、臺風(fēng)、水災(zāi)、火災(zāi)、戰(zhàn)爭及其他不可抗力因素導(dǎo)致的甲方損失,乙方不承擔(dān)任何賠償責(zé)任。
第三十條因乙方不可預(yù)測或無法控制的系統(tǒng)故障、設(shè)備故障、通訊故障、停電等突發(fā)事故,給甲方造成的損失,乙方不承擔(dān)任何賠償責(zé)任。

第八章附則

第三十三條本協(xié)議書與有關(guān)法律、法規(guī)及業(yè)務(wù)規(guī)則有抵觸的,協(xié)議書與之不相適應(yīng)的內(nèi)容及條款自行失效,相關(guān)內(nèi)容及條款按新修訂的法律、法規(guī)、規(guī)章制度及行業(yè)規(guī)章辦理。但本協(xié)議其他內(nèi)容和條款繼續(xù)有效。
第三十四條若相關(guān)的法律、法規(guī)和業(yè)務(wù)規(guī)則發(fā)生變更,需要修改或增補本協(xié)議,由乙方在其營業(yè)場所以公告形式通知甲方。若甲方在七個工作日內(nèi)不提出異議,則公告內(nèi)容即成為本協(xié)議組成部分。
